Operations Framework

How we turn trust into daily practice.

We do not only explain what we believe. We show how requests are received, beneficiaries are verified, money is controlled, products are ordered, risks are escalated, and supporters are informed.

Institutional Control Room

The operating system behind our work.

We run our work through a practical management framework that connects governance, program delivery, finance, procurement, safeguarding, communications, and product operations.

Our goal is simple: every gift, visit, order, partnership, story, and beneficiary decision should be traceable to a responsible person, a clear purpose, an evidence record, and a reporting pathway.

01Clear ownership

Each stream has a lead, a record, a decision point, and a reporting responsibility.

02Purpose-coded funds

Donations are connected to education, health, livelihoods, safety, craft, or unrestricted mission needs.

03Evidence discipline

Field notes, receipts, photos with consent, delivery records, and learning notes stay connected.

04Risk escalation

Safeguarding, finance, quality, and reputational risks are named early and assigned for action.

Operating Departments

The desks we keep active every week.

These operational desks keep our work manageable, accountable, and ready for larger partnerships without losing care at community level.

Governance

Leadership and oversight

Board or executive oversight, approval thresholds, program priorities, risk review, and policy ownership.

Programs

Intake and delivery

Requests, beneficiary verification, workplans, field visits, distribution records, and program follow-up.

Finance

Money and reconciliation

Payment references, receipts, restricted funds, approval notes, reconciliations, and supporter acknowledgement.

Procurement

Purchasing and value

Supplier checks, price comparison, purchase records, stock handling, and quality-for-money decisions.

Safeguarding

Protection and dignity

Child protection, consent, referral pathways, volunteer conduct, complaints, and privacy of sensitive data.

Craft

Life-jacket production

Material intake, workshop flow, quality checks, batch records, repairs, training, and delivery evidence.

Partnerships

Supporter and buyer care

Inquiry handling, proposals, partnership briefs, order confirmation, reporting expectations, and relationship follow-up.

Learning

Evidence and improvement

Monthly review, outcome tracking, lessons learned, story standards, annual reporting, and public accountability.

Program Delivery Workflow

From request to report, every step has a control point.

1

Receive request

Request arrives from a school, family, self-help group, landing site, partner, supporter, or community leader.

Record: request note, contact, date, location, program category.
2

Verify need

Staff confirm the beneficiary, urgency, expected cost, local contribution, risk factors, and available evidence.

Record: verification form, school or group note, field observation.
3

Approve pathway

The request is matched to education, health, livelihoods, safety, craft, or unrestricted mission support.

Record: approval note, purpose code, budget line, responsible lead.
4

Allocate resources

Funds, materials, tools, jackets, transport, or field time are assigned according to the approved purpose.

Record: receipt, delivery note, procurement record, stock record.
5

Deliver support

Pearl delivers fees, supplies, emergency support, group training, product distribution, safety training, or field follow-up.

Record: signed delivery evidence, photo consent, attendance, notes.
6

Report and learn

Supporters receive acknowledgement and updates; staff record lessons for targeting, costs, quality, and future planning.

Record: supporter update, outcome note, risk log, learning item.

Finance And Donation Operations

Money moves through purpose, proof, and acknowledgement.

Every supporter should be able to see what their gift is for, how it was received, who acknowledged it, where it was allocated, and what evidence exists after delivery.

01

Payment channel

Bank transfer, MTN Mobile Money, Airtel Money, and card processing routes are separated for easier reconciliation.

02

Reference

Each gift carries a reference such as PF DONATION, education, health, life jacket, craft, or unrestricted support.

03

Receipt

We confirm amount, method, supporter name, purpose, contact details, and proof of payment before allocation.

04

Restriction

Restricted funds are used only for the selected purpose unless the supporter approves a change in writing.

05

Allocation

Finance and program leads connect spending to a beneficiary, batch, activity, purchase, or field event.

06

Reporting

Supporter updates connect funds to outputs, evidence, lessons, and any remaining funding gap.

Life-Jacket Order Operations

Product orders need the same discipline as donations.

Because Pearl sells and sponsors life jackets, the operations system must treat each jacket as both a safety product and a social-impact record.

Order intake

Buyer or sponsor request

Pearl records quantity, user group, location, size needs, delivery timing, sponsor details, and whether training is required.

Record
Order form, quotation, payment reference, buyer contact.
Control
Confirm pricing, delivery cost, production capacity, and intended use before acceptance.
Production

Workshop and batch control

Materials are prepared, cut, stitched, checked, and grouped into a batch that can be traced to a product order or sponsored distribution.

Record
Material log, batch number, maker, check date, quantity completed.
Control
Review stitching, ties, reflective bands, fit, flotation pieces, and visible defects.
Delivery

Distribution and user orientation

Orders are delivered with receipt evidence and basic user guidance. Sponsored jackets include beneficiary or site documentation.

Record
Delivery note, photos with consent, recipient list, training attendance.
Control
Record repairs, user feedback, replacement needs, and safety guidance gaps.

Risk Register

We name risk early so we can respond with care.

Safeguarding risk

Trigger: children, photos, school visits, vulnerable households, or health stories.

Response: consent, dignity review, referral pathway, and restricted access to sensitive details.

Finance risk

Trigger: unclear reference, cash handling, restricted fund, duplicate receipt, or missing proof.

Response: reconcile before allocation, document approval, and confirm supporter intent.

Product risk

Trigger: material inconsistency, rushed order, repair complaint, or training gap.

Response: batch checks, user guidance, repair notes, and production review before scaling.

Reputation risk

Trigger: public claim without evidence, partner misunderstanding, or delayed update.

Response: evidence-first communication, clear commitments, and timely correction.

Operational Calendar

A predictable rhythm keeps the institution healthy.

These routines make operations visible and manageable for leadership, supporters, partners, and field teams.

Weekly

Field and finance check

Review requests, urgent cases, supporter confirmations, life-jacket orders, and open risks.

Monthly

Operations review

Check program outputs, spending records, stock, safeguarding concerns, and pending supporter updates.

Quarterly

Partner update

Share program learning, field evidence, order results, funding gaps, and next-quarter priorities.

Annually

Public accountability

Publish program results, financial highlights, policy updates, product learning, risks, and plans.

Operations are part of the mission.

Support our ability to deliver, document, protect, and report with care.
